Conditional Coach Access Scheme (Competition) What is this?
 

The Conditional Coach Access Scheme (Competition) is a temporary, one-year approval that allows eligible foreign swim coaches to be on-deck during training and competitions, when full Singapore Aquatics certification cannot yet be completed due to course availability.

This ensures:

  • Athlete safety and safeguarding

  • Competition continuity

  • Proper regulatory oversight

  • A clear pathway into Singapore Aquatics accreditation

This scheme does not replace full certification — it is a bridging pathway.

Who is this for?

This scheme applies to:

  • Foreign coaches hired by international schools

  • Foreign coaches engaged by affiliate swim clubs

  • Coaches working with pre-competition and competition squads

  • Coaches who cannot yet complete SG-Coach Level 1 (Technical) due to timing constraints

What access does it give?

Permitted

  • On-deck presence during pre-competition training

  • On-deck supervision during sanctioned competitions

Not Permitted

  • Teaching SwimSafer programmes

  • Acting as a fully accredited coach

  • Replacing Singapore Aquatics & SG-Coach certification requirements

How long is it valid?
  • Up to 12 months

  • Temporary and conditional

  • Subject to review and compliance

What is required to apply?

1️⃣ Membership & Registration

  • Be a CoachSAQ Member

  • Join the Foreign Coach SG-Coach Level 1 (Technical) Interest List

2️⃣ Mandatory Safety & Values Courses

You must upload valid certificates for:

  • Standard First Aid

  • Values & Principles in Sport

  • Safe Sport Certification

3️⃣ Coaching Background

  • Recognised swim coaching certificates (home federation or recognised body)

  • CV showing relevant swim coaching and competition experience

4️⃣ Employment Proof

  • Appointment or employment letter from the engaging international school or affiliate club

What happens after approval?

Once approved, you receive:

Coach (Conditional Status – Competition Access)

This allows you to remain on deck while progressing towards full accreditation.

How do I become fully accredited?

All coaches under this scheme must complete:

SG-Coach Level 1 (Technical) – Swimming

When the course becomes available:

  • You will be invited via the SG-Coach Level 1 / SAQ Coach Interest List

  • You must register and complete all course components

  • After completion, your status will be updated to Fully Accredited

Important scheme restriction

As part of this scheme:

  • Coaches are not eligible to register for the SwimSafer Instructor Course for 2 years after attaining Full NROC.

What if I do not complete SG-Coach Level 1 in time?

If SG-Coach Level 1 (Technical) is not completed within the 12-month validity period:

  • On-deck access may be withdrawn

  • Unless exceptional approval is granted

Compliance & oversight

Singapore Aquatics may review, suspend or revoke Conditional Coach Status if:

  • Documents are invalid

  • Safeguarding requirements lapse

  • Progression obligations are not met
